In California first (of course) I expect signs on all highways, "It is illegal to use your cell phone while driving" and "turn you cell phone off" and so forth. The NTSB has spoken and California will be the first to enact laws.
I'll bet tickets will be given if a CHP officer stops you for something and asks you if you have a cell phone and then asks to see it. If it is on expect $400 fine over an above what you did to get pulled over in the first place.
Big government makes sense sometimes... sorry, libertarians.
